TMSS, a non-profit private voluntary organization operates in Bangladesh since 1980. The aims of TMSS are to improve the health, educational, social and financial status of underprivileged people, particularly of women and children in the areas where it works. The ancient city Pundro Bordnan from Mongolian civilization is now named as Bogra. Bogra is famous for the monument of Mohasthan Gor in Bangladesh. All of the Government Hospital and the private clinics are in the southern part of Bogra town. The distressed and poor villagers were suffering form illness and they were deprived of taking treatment from the mentioned Health Centers. From these feelings Professor Dr. Hosne-Ara Begum the Executive Director of
TMSS established the Rafatullah Community Hospital (RCH) in the middle place of Mohasthan Gor and the Bogra town at Thangemara village in 1994. It is mentionable here that Late Mr. Rafatullah Zamindar had a dream to establish a Hospital for the poor people. To materilize the dream his next generation donated 08 acres of land to TMSS for establishing this hospital. As recognition of their donation the hospital has been named as Rafatullah Community Hospital (CH).

At first it was established as a 10 bed hospital. Now RCH is a 750 bedded hospital and affiliated by the Ministry of Health and Family Welfare of the Government of Peoples Republic of Bangladesh. The 1000 bed Hospital building is under construction. However, several expert and specialized doctors are working here. RCH is the focal point of TMSS Health Sector. Several medical educational institutes have been established based on RCH. The Sub-Clinics are situated at the Branch offices which are, in fact, controlled by RCH. Other health related programs, projects & activities are conducted based on RCH like, Acid survivors program (ASP), Child Sight Program (CSP) for blindness prevention, Ant tobacco activities, Campaign for preventing the HIV/AIDS, Emergency free health Camp, arranged and implement various types of rally, human chain, cultural activities on health related national day, etc.

Blood Transfusions Unit

Emergency Unit:
The patient who is very serious firstly they attend the emergency unit for treatment. The Emergency Medical Officer (EMO) provides treatment and management.

Isolation Unit:
The patients of communicable diseases are getting proper treatment at isolation ward in this hospital. Those patients are under the strict and special observation of doctor and nurse at isolation unit and provide the proper & quality treatment.

FP & EPI Unit:
The family planning services and immunization of children & women are given by this unit. Contraceptive materials (pills & Condom) are distributed through this unit. Counseling of couples for permanent sterilization is done here. Trained staff nurses, FWV and an expert coordinator work here.

OT Unit:
RCH is ruining with 5 Operation Theaters. They are emergency, general surgery, orthopedic surgery, Gynae & Obs and Eye & ENT. The surgeons provide operational treatment and management of patients with minimum/nominal cost in comparison with other clinics and hospital.

Diagnostic Unit:
Pathological, microbiological, serological, biochemical tests & histopathology are done here. X-Ray (General & Dental), Electrocardiography (ECG), Echocardiography, Ultra-sonography (4D colour Doppler) investigations are available at RCH.

Dental Unit:
The dental unit is run by a dental surgeon and a technologist. The common and the complicated dental patients are getting proper treatment through Dental Unit.

Physiotherapy Unit:
A well equipped Physiotherapy Unit is working at RCH. It is facilitated by a B Sc Physiotherapist. The disable patients can get proper treatment through the Physiotherapy unit and rehabilitated in the society. The aim of Physiotherapy treatment is to help reduce the patient’s disabilities and convert them as capable persons to work smoothly. Physiotherapy can cure the patient form normal pain, pain in joint, sensations problem, pain from the strike of games and sports, pain in tissue, pain in neck and back bone, paralyses etc. Physiotherapy treatment is called “supplementary to medicine” and it has no side effects. Physiotherapy remedy is named as the non medicinal treatment.

RCH Pharmacy:
The patients get pharmacy service and can purchase all the needed drugs from RCH pharmacy round the clock with at a cost lower than market.

Diet Supply Unit:
Diet of patients admitted in RCH hospital is available from RCH canteen. RCH canteen supplies diet to the admitted patients in a very subsidized price.

Ward:
There are several relevant wards and total capacity of in patients is 310 which are being going to upgraded from 310 beds to 500 beds. All the wards of RCH are very net and clean. Each ward has dedicated Doctors’ and Nurses’ Service facility. Beds are separated by individual curtain system. In each bed there is central supply of medical gas system covering oxygen, air and vacuum.

Cabin:
RCH has modern and sophisticated Cabins with necessary facilities. The types of cabins are: (i) VIP Cabin with A/C, (ii) VIP Cabin with non-A/C, (iii) Single Cabin with A/C, (iv) Double Cabin with A/C and (v) General Cabin single and Double. Each cabin has central medical gas supply system and nurse call system. From the cabin itself the patients can call the nurse from the bed with just press of a button of the telephone set. Hospital Support Management

We deliver individualized services that work through an ever-expanding demand for documentation, interviews and timely filing of paperwork, resulting in effective coverage that matches the needs of the individual to the entities that serve them. However, the support servce management deals with the following areas:

  • Laundry Management.

Rafatullah Community Hospital (RCH) is a 750 bedded specialized hospital. It has a proper accounting system under TMSS Health Sector (THS) as it has been run under this sector. All bill and vouchers are separately maintained in association with assigned expert manpower. It is noted that a modern accounting system is followed for proper accounts management. However, the accounts maintaining system of RCH is as follows:

The accounting system is based on accrual basis and on the system of double entry book keeping. It may be mentioned here that the sure of journal Voucher should be introduced to make the accounting system as ‘accrual’.

The method for any expenditure or income, which has not been met up by cash money for certain period but recorded in the books of account through Journal Voucher (J/V), is called “accrual basis”. e.g. an amount for ‘salary’ and ‘Cr.” Under ‘Provision for Salary head.

According to the rules of double entry system, each entry is always entered in two different accounts i.e., every debit must have it s corresponding credit. The primary books of account like cashbook, general ledgers etc. have to be maintained at all accounting affairs following the principles of double entry system.

The primary documents are:

  • Money Receipts
  • Debit Vouchers and
  • Journal Vouchers

The information on the above mentioned documents are recorded on to:
(i) Receipts/Payments Statements,
(ii) Cash/Bank Books by each and every location of TMSS where financial activities take place.

Audit System
Accounting system of Rafatullah Community Hospital (RCH) of THS, TMSS has a transparent management system. To ensure the proper implementation and management of activities, it should observe the quality and accuracy of accounting activities through a third eye. Auditing procedure of THS works as the third eyeion.

Two types of audits are conducted by the organization. These are as follows:

  • Internal Audit
  • External Audit

Internal Audit:
The internal audit team conducts internal audit independently.

External Audit:
The government recognized audit farm conducts external Audit. The external audit farm audits the accounts of the THS accounts.

Auditing Issues:
The auditing issues are as follows:

  • Office Management;
  • Group Management and
  • Accounts Management

           Frequency of Auditing:

  • Annually both external and internal audit
  • Midterm audit is conducted on specific project
  • Final audit is also conducted in the case of completion of specific project
